With nearly two decades of experience, José Quintino, Lda is a reference in the Algarve for the safe removal of asbestos-containing fibre-cement roofing, carrying out works since 2007 under authorisation from the ACT (Authority for Working Conditions).

Over this period, we have carried out asbestos removal works for dozens of entities across the region, including the Municipalities of Faro, Olhão and Alcoutim, educational institutions and the University of the Algarve, and bodies such as CCDR Algarve, DGEstE, PSP, ARS Algarve and DRAP Algarve — alongside a large number of businesses, condominiums and private individuals.

Every intervention follows the full legal procedure: a Safety Plan, prior authorisation from the ACT, appropriate personal protective equipment, and certified waste disposal through licensed operators.

The process

How it works

Assessment and Safety Plan

We visit the site and prepare a Safety Plan, the mandatory technical document defining the removal method, protective measures and work schedule.

ACT approval

The plan is submitted to the ACT, the authority overseeing this type of work in Portugal. The review takes between 30 and 45 days — a legal requirement, and we manage the entire process on the client's behalf.

Start of works

Once authorisation is granted, we begin work on the date agreed with the client.

Site protection

We isolate and mark the work area, restricting unauthorised access, and dampen the material to reduce airborne fibre release.

Team equipment

Our technicians work with P3 masks, protective suits, gloves and boots — equipment specifically designed to protect against asbestos fibres.

Careful removal

Panels are removed intact, without breaking or cutting, and packaged immediately in identified, sealed packaging.

Certified transport

Materials are transported to an authorised final destination by a licensed operator, with an electronic waste tracking form (e-GAR).

Final cleaning

We clean the area (using wet methods or specialised vacuuming) and carry out a final inspection before the space can be used again.

Documentation and proof

We register the operation with the relevant environmental authorities and provide the client with proof that everything was carried out in compliance with the law.

Common questions

Asbestos in fibre-cement, when intact and undisturbed, poses a low risk. Even so, removal is the option recommended under European Union guidelines, which point towards the phasing out of this material in buildings. That's why we always work with the goal of safe removal, rather than simply containing the problem.

Preparing and obtaining ACT approval for the Safety Plan takes between 30 and 45 days. The removal itself is usually carried out within a few days, depending on the size of the project.
